Jasper man arrested on drug charges Monday morning

The Texas Department of Public Safety arrested a Jasper man on Monday, following a traffic stop on Hwy 190, near Hwy 96 in Jasper.

According to the DPS arrest report, at approximately 9:39 a.m., a DPS Trooper was working routine traffic patrol and conducted a traffic stop on a white Ford Expedition.

When the Trooper spoke with thean, he could smell the odor of marijuana and noticed the driver was awkwardly grabbing his right pocket in an unnatural manner. Due to the suspicious behavior, the driver was removed from the vehicle and temporarily detained.

During a search of the man, a glass pipe was found in his front waist band, which he shook from his pants and caused it to fall to the ground and shatter. The man then stepped on it. After inspecting the glass pipe, the Trooper noticed it contained a white burnt substance consistent with the use of narcotics. Inside the driver’s front pocket was a small tin which contained two clear plastic bags containing suspected crack cocaine. Upon searching the vehicle, a rolled cigarette containing suspected marijuana was located, along with a clear plastic bottle containing counterfeit urine.

The suspect was arrested and transported to the Jasper County jail.

The driver, identified as 32-year-old Devin Garrett was charged with manufacture and/or delivery of a controlled substance in penalty group 1, a felony offense, possession of marijuana, a misdemeanor offense, false drug test falsification device, a misdemeanor offense and tamper / fabricate physical evidence with intent to impair, a misdemeanor offense.

A mugshot of Garrett was not readily available. According to the Jasper County Jailer, if he cooperates, one would be available when he is arraigned on Thursday.
