Jasper County Sheriff’s Report

January 28, 2025

It’s been another busy week here at the Sheriff's Office.  The winter weather has come and gone and left plenty of snow and busted pipes.  All of our equipment here at the Sheriff’s Office and jail functioned properly, and there were no issues to report. I want to thank our men and women in uniform for all their long hours and dedication to assist the residents during the winter storm.

On January 21st, 2025, I appeared before the Commissioners Court and asked for the court’s approval to increase fees for housing “out of town” inmates.  I would like to thank the Commissioners and the County Judge for approving the fee increase.  Our existing partners will be paying $75 per day, and any new partners will pay $100 per day for housing of their prisoners. This is a great program; however, our taxpayers should not be on the hook for another county’s inmate housing cost.  This increase will ensure the citizens of Jasper County and the Sheriff’s Office are getting a relative bang for their buck.

On 1/26/2025, the Jasper County Sheriff’s Office completed an inventory and clean up operation of our property room. This project began immediately upon me taking office. Approximately 11,000 items were inventoried.  Approximately six thousand items of evidence from disposed criminal cases will be destroyed including drugs, burglary tools, etc., along with hundreds of illegal guns and other weapons.  We also discovered $2,849.42 in cash in various denominations. We will be asking Commissioners Court to award this money to the Sheriff’s Office. A big shout-out to Sergeant Connie Jordan and District Attorney Anne Pickle for their assistance in this project.

On January 23rd,2025, Lieutenant McClelland and Sergeant Wade arrested Cody Bossley, 33, of Kirbyville who was charged with Criminal Trespassing.  Bossley was asked to leave the premises of 13868 FM 252 in Kirbyville but refused to leave.  He was arrested and brought to the Jasper County Jail.

On January 24th, 2025, Deputy Matt Harrell arrested Curtis Vanslyke of Buna for Criminal Trespassing and was brought to the Jasper County Jail.

On January 24th, 2025, the Jasper County Sheriff's Office began a man hunt for Gary Ferrell.  Mr. Ferrell was wanted for Aggravated Sexual Assault of a Child (F1). The Sheriff’s Office made a social media post that was shared hundreds of times across this region. Newton County Sheriff Colton Havard and I received dozens of calls regarding the whereabouts of Mr. Ferrell.  Mr. Ferrell contacted me at 9:00 pm on Friday night and advised me he was out of town.  He was given strict instructions to be at the Evadale Sheriff’s Office by 9:30 Saturday morning to face charges in our county.  Ferrell arrived and was taken into custody for the warrant.  I want to thank the people of Jasper County and Southeast Texas for their overwhelming response as this generated a lot of information. Mr. Ferrell is innocent unless proven guilty in a court of law.

On January 25th, 2025, I was able to attend the Jasper Fire Academy Graduation and the Jasper Bulldog Baseball Banquet.  I would like to congratulate all the fire graduates and thank them for their sacrifices.  Additionally, I enjoyed seeing our student athletes receive so much support from this community.

On January 27th, 2025, a Jasper County resident contacted the Jasper County Sheriff's Office regarding an individual dumping two German Shepherd dogs on County Road 497.  Lieutenant Ainsworth and K9 Leroy responded and conducted an investigation. The investigation revealed that Jimmy Whitney Gaspard, 53, of Kirbyville dumped the dogs in a secluded area and left. An Arrest warrant was immediately obtained, and Gaspard was located and arrested for Cruelty to Non-livestock Animals (MA).  Great job by Lt. Ainsworth, Leroy and our vigilant Jasper County citizens.  The dogs are being rescued by a citizen until placement can be found.  Mr. Gaspard is innocent unless proven guilty in a court of law and will have his day in court. This is a serious crime and will not be tolerated in Jasper County.

We have received a lot of support from the community regarding the new graphics on all Jasper SO vehicles. I am proud of our new graphics.  This scheme is more indicative of a modern-day police vehicle and offers more visibility in our community.  I hope you’ve already seen our vehicles out in the community and in your neighborhoods.

I would like to invite every resident in our county to come to the Sheriff’s Office and tour our facility and the jail.  We are working diligently to improve the condition of our facilities.  This building is owned by the taxpayers of Jasper County, and we will always be transparent and welcome every member of our community inside.

Although this new job keeps me busy, I am really enjoying representing the people of Jasper County.  It’s an honor of a lifetime, and me and my staff are here for all of you and your families 24/7. Please do not hesitate to call me on my cell at (409) 289-5966 or at the Sheriff’s Office at (409) 384-5417.

Respectfully,

Sheriff Chuck Havard
