He will be responsible for providing mental health services to Jasper County citizens in need. This is one of the most important jobs at the Jasper County Sheriff’s Office. Welcome aboard Mitch!
On January 15th 2025, Investigator Calvin Starkie made an arrest of a juvenile from the April 8th 2024 Burglary of the Deep Woods Novelty and Smoke Shop in Brookeland. The juvenile was turned over to Juvenile authorities. This was outstanding police work by Investigator Starkie. He made the arrest just days after being assigned the case. Good job Calvin!
On January 15th 2025, Jasper County Sheriff Deputies, along with a member of the U.S. Marshal’s Taskforce, arrested Robert Mitchel Phillips of Roganville on a warrant for Indecency with a Child (F2). This warrant was issued in 2019. I want to commend our personnel for the swift capture of this suspect. Immediately upon being notified of his location, our deputies converged on the scene and brought him into custody. Excellent work by Chief Deputy Pulliam, Major Crowell, Lt. Ainsworth, Sgt. Hollyfield, Sgt. Wade and the U.S. Marshal Taskforce.
On January 17th 2025, a Vidor ISD school bus was involved in a collision with a pickup truck on FM 105. Thank the Lord none of the school children were injured and only minor injuries to the driver and passenger of the pickup truck.

This investigation is pending.
This morning at Commissioner’s Court (assuming it’s not cancelled due to weather), I will be proposing an increase of our “out of county” prisoner fees. Right now, Jasper County is charging $45 – $65 dollars a day to house “out of county” inmates from various counties. I believe that if we are going to participate in this program, it should be profitable for our agency and the citizens of Jasper County. Therefore, I will be proposing an increase to a rate of $75 dollars a day to our existing “out of county” partners and $100 dollars a day to any new partner. During my campaign, I promised I would immediately increase the rates at the first Commissioner’s Court upon taking office. I intend to do just that this morning. I can also assure the citizens of Jasper County our jail will always be open for Jasper County Law Enforcement.
Please, Please, Please- be very mindful of scams. Legitimate law enforcement agencies will never call soliciting money in lieu of making an arrest of you or a loved one. There have been some cases of our citizens getting scammed out of substantial amounts of money due to this ploy. If you receive one of these calls, DO NOT GIVE THEM ANY INFORMATION and immediately call the local police or the Jasper County Sheriff’s Office.
There’s a lot of snow on the ground this morning and the freezing winter weather system has arrived in Jasper County. Please drive safe if you have to be on the roads. Stay warm.
I am extremely proud of the work the men and women are doing at the Sheriff’s Office. It is an honor and privilege to be the Jasper County Sheriff. Please do not ever hesitate to call me on my cell at (409) 289-5966 or at the Sheriff’s Office at (409) 384-5417.
Respectfully,
Sheriff Chuck Havard
