Jasper County Sheriff’s Report

3-25-25

After a lot of hard work here at the Jasper County Sheriff’s Office, I’m pleased to report that our numbers in the jail are down to 116 right now.

On March 18, 2025, I addressed the students at Kirbyville High School about the law-enforcement profession, operations of the Sheriff’s Office and other topics regarding school safety. I tried to reinforce the need for immediately reporting suspicious activity. Thank you to the KHS staff and students for putting this together.

On March 18, 2025, the Jasper County Sheriff’s Office was provided a fantastic lunch by the Jasper Church of Christ. They brought us some of the best BBQ chicken and fixings we have ever eaten. The desserts were amazing as well. Thank you, Brother Don Prather and his members, for their generosity. It was greatly appreciated.

On March 19, 2025, a meeting was held at the Jasper County Sheriff’s office to discuss the construction of Jasper County’s second 440-foot communications tower for use in emergency responder communications. This tower will be constructed at the Jasper County Sherif’s Office directly behind the Communications Center. Thanks to all who are working to complete this next phase of construction to further improve the quality of life for our citizens.

On March 20, 2025, Optimus Steel in Vidor destroyed thousands of items from the Jasper County Sheriff’s Office evidence room. The evidence that was destroyed was either seized or abandoned and ordered to be destroyed. Most of these items were weapons/items/drugs used in crimes in Jasper County. Texas law is very clear regarding forfeiture/seized items and how it should be disposed of. Sergeant Connie Jordan worked for months getting items accounted for and purged. During the process, there were many items identified that could benefit JCSO and the courts approved our request to award the property to us. The proceeds from these items will be used to assist our men and women in uniform in doing their jobs to protect Jasper County.

On March 20, 2025, Jacoby Stephenson, 38, of Jasper was arrested at his residence and booked into the Jasper County Jail for Theft of Property (MA). He was arrested after an investigation that began on March 14, 2025, revealed that Mr. Stephenson allegedly obtained property that he did not have permission to take and sold it to another individual. The property was located and his warrant was issued. Mr. Stephenson is currently on probation for Felony-Possession of a Controlled Substance.

All persons listed in this report are innocent until proven guilty in a court of law.

Although Jasper County is not presently under a burn ban, please utilize extreme caution when burning. Our volunteer firemen have worked tirelessly this past week to help our citizens by putting out fires in Jasper County. I appreciate the hard work and dedication of our volunteer firemen.

On March 20, 2025, members of ETMA (East Texas Mutual Aid) met in Newton to collaborate. We discussed ways to be more efficient and effective during emergency situations.

On March 24-25, 2025, I will be in Austin, Texas, at the Sheriffs Day at the Capital meeting. I will be visiting with our state legislatures about public safety, specifically issues that affect us in Jasper County. It is an honor to represent the people of Jasper County.

It is an honor to be the Sheriff of Jasper County. Please don’t hesitate to call us if you need us.

Respectfully,

Chuck Havard

Jasper County Sheriff
