JASPER COUNTY EMERGENCY SERVICES DISTRICT NO. 1 §
The Board of Commissioners (the "Board") of Jasper County Emergency Services District No. 1 (the "District") met in special session, open to the public, at the Buna Sub Courthouse, Buna, Texas 77612, a meeting place inside the boundaries of the District, on Tuesday February 27, 2024, at 5:30 p.m. whereupon, the roll was called of the members of the Board, to wit:

Mark Mueller Vice – President
Billy Ted Smith Secretary/Treasurer
Tracy Shipley Commissioner
Todd Walters Commissioner
Members of the Board present were Dr. Hyden, Mr. Smith, Mr. Mueller and Mr. Walters, thus constituting a quorum. Absent were Mr. Shipley. Also attending the meeting were: the following: Larry McBride (Fire Chief) Buna VFD, John Williamson (Buna VFD), Alan Crips (Buna VFD), and Randall Clark (Buna VFD).

WHEREUPON the meeting was called to order by the President Steve Hyden and evidence was presented that public notice of the meeting had been given in compliance with the law. The posted notices of the meeting are attached hereto.

EXECUTIVE SESSION
None
Consider for Action Purchase of Property
The Commissioners of the District discussed the property on SH 62 approximately ten miles south of Buna known as the Arnold property. The real estate has approximately 4 acres and the District will offer the seller $104,000 plus paying fees as necessary. A motion was made by Todd Walters and seconded by Billy Ted Smith. Motion carried without opposition.
REVIEW OF MEETING PLANNER FOR NEXT MEETING
The next meeting will be on Tuesday the September 24, 2024, and the following to be included:
· Approval of budget and tax rate for 2025
· Long- and Short-Term Planning for District/Department
· District and Department Audit
· Contract Negotiations
ADJOURNMENT
There being no further business the meeting was adjourned at 6:00 p.m. this date August 6 2024.

The regular meeting of the Board of Emergency Services Commissioners of Jasper County Emergency Services District #1 will be held at the Jasper County Sub Courthouse (33625 US Hwy 96 South) in Buna Texas on September 24, 2024, at 5:30 p.m.
The following agenda items will be discussed, considered and action taken as appropriate:
1. Call to order and establish quorum;
2. Citizen Comments
This item is available for citizens to address the Board of Commissioners on any matters. The presiding officer may ask the citizens to hold his or her comments on the agenda item until that agenda item is reached. By law, no deliberation or action may be taken on the topic if the topic is not posted on the agenda. The presiding officer reserves the right to impose a time limit on this portion of the agenda;
3. District Commissioners to conduct a public hearing on the FY 2025 proposed budget and take appropriate action;
4. Take action to adopt budget for fiscal year January 1, 2025 to December 31, 2025;
5. Take a record vote on the District’s 2024 tax rate, adopt an Order Levying Taxes, authorize filing the Order with the Jasper County Tax Assessor/Collector; and
6. Authorize Secretary/Treasurer to post statement regarding adopted tax rate to home page of District website and Truth in Taxation website;
7. Treasurer’s Report
a Financial report from Treasurer & Bookkeeper;
b Consider for action, payment of bills;
c. Consider for action, payment for Tanker #5;

d. Report on contribution from Blackfin Pipeline;
8. Consider for action items regarding proposed fire station (s) on FM 1004, State Hwy 62 and Central Fire Station on State Hwy 62 in Buna;
9. Executive Session

• Real Estate Purchases
10. Consider for action reports from Allegiance Ambulance and any comments and complaints of this contractor;
11. Consider for action reports from Buna Volunteer Fire Department to include run report, financial reports, membership reports and other necessary reports;
12. Consider for action repairs and additions to the building housing the Allegiance ambulance and staff;
13. Consider for action communication system to include infrastructure, portable and mobile equipment for VHF and 800 MHz radios;
14. Consider for action new personal protection equipment for District;
15. Consider for action contract between District and Department;
16. Consider for action audit for the Department;
17. Review of the meeting planner and discuss requests from the Board for any agenda items for consideration at the next meeting scheduled for October 31, 2023.
